Under the law, it is illegal for businesses to sell companion animals unless they get them from a city or county shelter, animal-control agency, humane society or nonprofit rescue organization.
It was this provision that caused John Stottele, co-owner of The Family Puppy, to oppose the legislation.

Instead, he suggested the law require a pet store to buy and sell dogs from a licensed, regulated U.S. Department of Agriculture-inspected facility with no direction violations in the last two years.
Following various amendments during the council’s meeting two weeks ago, including one mirroring Stottele’s suggestion, the council referred the matter to committee and several council members met to see if they could reach a compromise.
