The good, the bad and the ugly in Ohio's summer recess bills

It may be the summer recess for the Ohio General Assembly, but that doesn’t stop legislators from introducing a variety of bills —on topics from special elections to the color of car headlights.

The Good:

H.B. 240 would eliminate the ability to conduct special elections in February and August. This will have a significant effect on schools and municipalities that choose to place levies and tax issues on ballots during these months, hoping low turnout helps passage.

In 2013, ballots in these two months had 35 measures, including 31 levies or tax issues.

While this bill ends up in the good category, it would be better if someone would introduce a bill that says levy and tax requests cannot be on the ballot for at least two years after they are rejected by voters.
